The Geoffry Philp page was a copyvio, but the anon who wrote it has posted the following material on the talk page.
"I, Geoffrey Philp, am the holder of the copyright to geoffreyphilp.comhttp://geoffreyphilp.comand I grant Wikipedia all rights to use the information contained on the page".
In light discussion here a week or two ago, I was wondering whom I should tell the anon to contact to officially release the rights, in lieu of that "centralised repository". Thanks

The release can't be just to Wikipedia, because our content is released under the GFDL. A release just to Wikipedia is not a free license and so we still can't use it.

This is where license issues can get really tricky for those who aren't careful about how they license their work: if this user really did grant Wikipedia ALL RIGHTS, then Wikipedia has the right to relicense the work and there is no problem. However, there is the problem of whether it is the original author's true intent ot grant all rights, or limited rights.
I think we'll have to get a clarification, because we don't want to take more of someone's rights than they intended to grant us over a misunderstanding.

This is one area where I tend not to assume good faith without evidence. How do you know this anonymous user is really Geoffrey Philp? They should email permissions@wikimedia.org from a geoffreyphilp.com email address or from the email address mentioned on that website, stating that they release the work under the GFDL (http://en.wikipedia.org/wiki/GFDL). An alternative would be for them to make a note on the website itself that the content is GFDL.
