Officials as in WMF staff and board members, or officials as in people holding positions of responsibility in the English Wikipedia community?
For the former, I think you complain to the ED or Chair of the board, depending on who you're complaining about (although I wouldn't swear by that - I can't find it written down anywhere). For the latter, you follow the steps listed at http://en.wikipedia.org/wiki/Wikipedia:Dispute_resolution

At the end of the day, that's ArbCom (there are various steps before that, of course). Of course, there's no court of appeal if you disagree with ArbCom (I think it's still on the books that you can appeal to Jimbo, but that's only intended for exceptional circumstances), but you have to stop somewhere.
