I'm not quite sure what you're getting at, but the discussion was primarily about creating *new* articles - it looks like you have *rewritten* two articles (a very welcome move indeed!)
When I started being editing, and I am a late comer (January 2004), there was no clear policy (or I was unaware of it).
The living persons policy is quite new (late 2005 or early 2006).

The important point about the living persons policy is that it's really a guideline to be really hard-arsed about NPOV and verifiability. If you keep that in mind, everything follows.
