I don't know if there is a policy, but I suggest just putting it up for deletion. I did the same with a user page/pov article fork recently and it was deleted with no dissenting votes.

I've seen quite a few complaints on helpdesk-l about user pages which start out like articles; I've also seen some up for deletion at MD, especially where duplicates exist.
User pages which exist solely for the purpose of webhosting where an article would be forbidden (eg. from cranks), and the user has no edits apart from to that userpage, the page should be deleted and the user blocked. That's my personal opinion.
