No apology forthcoming from you, I see. How typical - make an abusive accusation like that, and then refuse to apologize.
You started out declaring loudly that you wouldn't nominate anyone. I don't see what I have to apologize for, for convincing you to do so. I don't think being less confrontational would have worked. We both got what we want - something to work with on assuaging people's fears that a closed unblock-en-L isn't beating people up inappropriately in private.

Sorry for the delay in responding to this, but the pressure of work in the real world leaves me endlessly behind in dealing with my mailbox.

For the most part I do not participate in these disputes to any extent, except to inject the occasional sarcastic comment. I am not predisposed to take anyone's position in this dispute, and the same time I have not burned bridges in dealing with Parker. Perhaps that leaves me in a better position to try to deal with this. Let me thus enter a cautious yes.
I am not and never have been an admin on Wikipedia in the five years that I have been involved. (I have, however, been first bureaucrat on both Wikisource and Wiktionary.) Thus I cannot take any admin actions that may be warranted by the discussions. My powers in this are limited to moral suasion.
Having stated my position, I think that the situation would best be served by taking the matter off list. I invite Parker to write me privately outlining just what he wants out of this procedure, and to identify the specific persons with whom he feels negotiations are warranted. I also invite others who feel they have a personal interest in the issue to also express their views privately. The first step that I want to take is to identify exactly who is involved. Any further responses from me will depend on the messages that I receive. I reserve the right to communicate or not communicate any messages that I receive to others as I see fit.
In the meantime it would be to everyone's advantage to refrain from any further inflamatory actions than what is already on the record. In the interests of workling from a clean slate, this includes any suggestion that an apology is required by anyone to anyone.
I intend to make no further public comments on this issue unless and until I can announce that is has been peacefully resolved.
Some more general issues have arisen regarding the use and function of unblock-en-L, but I will pursue that in a separate and public thread.
