The point of the naming convention has always been

These two values compete somewhat, and there are
always
thorny special cases. Is [[Paris]] enough to
indicate
that big city in France?
The biggest bone of contention is probably whether
to use commas or parentheses when we need to
disambiguate.
Some prefer [[Paris, France]] as familiar to most
readers.
Others prefer the convenience of [[Paris (France)]]
because of the "pipe trick".
I have no desire to take a side on this issue,
except (as mentioned above) I will side with
whatever Mav

Many people might get confused between New York state
and New York city (outsider point of view, when we say
New York, we usually refer to the city, not to the
state, I even think many french don't know there is a
state called New York, as for New York Manhattan,
that's a local meaning probably)
but I really think [[Paris]] is enough to indicate
that it is that big city in France, rather than Paris,
Arkansas, 3000 people.
