Could some people please take a look at http://en.wikipedia.org/wiki/Image:Paulokalik.jpg ? The contributor has, at the least, a highly eccentric understanding of crown copyright, and rebuffs any attempts to persuade him/her thereof.

I have received a letter from HMSO expressing the opinion of HM Goverment that Crown Copyright is not compatible with the GFDL, and that Crown Copyright material may not be used in Wikipedia.
Accordingly, it is my opinion (as an mere individual citizen of the US, not even a subject of HM) that even Canada's fair dealing law does not allow the use of [[Image:Paulokalik.jpg]] in Wikipedia.

As a footnote I would add that a letter about Crown Copyright from HMSO would only interpret that term as it is used within its jurisdiction. Other Commonwealth countries use the term. They may even have similar policies about Crown Copyright, but one cannot presume that HMSO speaks for them.

Certainly the GNU FDL and Crown Copyright are incompatible. So Crown Copyright provides no reason to think that we can use this is in wikipedia. There could be other rationales (fair use in the United States for example), but I think we should try in almost all cases to avoid those and instead use freely licensed images for all cases other than those of extreme historical importance where we have no other choice but to rely on fair use.

I do find myself wishing so very often for a time machine to go back and take GFDL'able photographs of historical events, scenes, stuff ...
I've uploaded a fair number of fair use, or permission-and-fair-use, images of historical things to Wikipedia where I've had no luck finding an image available under a free license and it's impossible to photograph it now, but I hope for a day where this is no longer necessary, and I am forever on the lookout for images and the opportunity to persuade photograph owners to help Wikipedia.

That's where the image tagging is useful; it focusses attention on the pool of troublesome cases, which will then tend to shrink as people look around for substitutions, enabling even more scrutiny for the remainder.
I expect that some day celebrities and organizations will donate images to WP just to keep their articles from being illustrated with mugshots and perp walks... 1/2 :-)
