This is all dependent on assumptions; nonetheless the symptoms may exist through quit observation. An internal regulatory system in the best circumstances is designed to foster critical thinking and self examination. Groupthink occurs when the internal regulators too often befall consensus. And an intimidation factor is all present -- critical thinkers of the project, within the project, join consensus by keeping silent.
