Hi, my problem is:
I'm writing from Thailand and got blocked two days ago by [[user:Ral315]].
quote: Your user name or IP address has been blocked by Ral315.
The reason given is this: Indefinite block was removed, so I'm adding a 1 week block. This IP was responsible for some very nasty personal attacks.
You can email Ral315 or one of the other administrators to discuss the block. You may also edit your user talk page if you wish. If you believe that our blocking policy was violated, you may discuss the block publicly on the WikiEN-l mailing list. Note that you may not use the "email this user" feature unless you have a Wikipedia account and a valid email address registered in your user preferences.
Your IP address is 203.147.0.44. Please include this address, along with your username, in any queries you make. end quote.
Please look into my case and remove blocking, because I didn't do anything against other users. I'm admin in the German WP.
Thank you Media_lib

203.147.0.44 is proxy.ji-net.com, which is presumably where the problem comes from - it'll be used by many clients of that ISP.
However, the block does seem to have been a sensible one, this problem aside - an anon. user, who I assume wasn't you, was posting personal details (address, telephone number) on a userpage along with a variety of threats, and then adding "Its quite easy to find out your address, and people might send you some nasty things in the post. So I thought I had better warn you before hand." and screeds about letterbombs to the talkpage!
Hmm. This might be a good moment to try registering an account on en.wiki...

See [[User:Media_lib]]. I guess he got bitten by the IP autoblocker, having an account won't help you then. The thing is really most problematic. There was a discussion about that semi-recently, but it died off without any consequences that I know of.

Ah. I see the problem.
(On the upside, at least this case is a block where there was an unarguable reason for putting it in place...)

I don't see why we shouldn't unblock this user. But take great care, because the IP was posting purported personal information about a user, as well as threats about pipe bombs.
And I apologize that I didn't reply to your e-mail...when I saw "Media_lib", I didn't realize that that was your username; I've never received e-mail through Wikipedia before, and thought that "Media_lib" was the name of the auto-mailer that Wikipedia used.

See bug 550 on Bugzilla, which discusses different IP blocking that doesn't affect legitimate users.
