Yup, that's the IP.
The Vandalism justified the block, it just is a major inconvinience to those of us who want to contribute usefully :)

Oh, the IP was blocked for "vandalism" which makes sense when you look at the edits made to Help:Contents and the other Community Portal page (name escapes me off the top of my head)
