Remember that we haven't had this overwhelming need for binding arbitration in the past. Mediation will help, but when you get into arbitration, you start banning too many people.

Then arbitration won't help either. It's understandable why someone might think it's overkill. If they're really terrible, then we can move into old banning procedures, but if they just don't like the system and they're only a mild annoyance, I don't see the harm in leaving them be.
