hhmmmm, maybe we could at least have a better message for anonymous users about to create a new page, warning them politely that their article will be quickly deleted if it isn't encyclopedic.

That's obviously not going to stop them from creating it when what they want is just to test if they really can; in fact, it may even encourage them to create it, knowing it will be deleted and so they've done little to no harm with their test.
