The enwiki EDP is much stricter than the copyright law definition of Fair Use. Have you read [[Wikipedia:Non-free_content]]?
For example: "Here are other images that if non-free would almost certainly not satisfy the policy: A magazine cover, to illustrate the article on the person whose photograph is on the cover."
This comletely contradicts your book cover example. (The "almost certainly" refers to exceptions such as the Demi Moore article; see the policy page.)
