Officials as in WMF staff and board members, or officials as in people holding positions of responsibility in the English Wikipedia community?
For the former, I think you complain to the ED or Chair of the board, depending on who you're complaining about (although I wouldn't swear by that - I can't find it written down anywhere). For the latter, you follow the steps listed at http://en.wikipedia.org/wiki/Wikipedia:Dispute_resolution
