Isn't that what the mailing list moderators are supposed to keep an eye on?
I'm all for much more pro-active moderation here (previous comments of mine). That would be better than a new list, IMO. But as I'm not prepared to moderate in that fashion I have no immediate solution to 'noise'. (I used to killfile several people, which helped quite a lot.)

No, but some of the moderators might be willing to go BOFH on the idjits. Quoth the mailing list info page:
"Users are generally expected to follow good practice similar to Wikiquette: assume good faith and be polite and constructive. Users who are extremely disruptive or uncivil may be moderated or banned from the mailing list by the administrators."
Unfortunately, this is almost impossible to implement. Any and all complaints to wikien-l-owner at lists dot wikimedia dot org, please.

Lack of transparency = bad idea. It's much better to improve this mailing list. Consider it a bit of group therapy. If you want a quiet mailing list, consider quietly emailing folks directly, like I do. It's gone quite well! ~~~~
