I fired this shot across JackLynch's bow: ---- Jack,
If you can make Tannin so angry that he swears at you, I can't think of anything but the probability that you are provoking him on purpose. Maybe to test the new Mediation/Arbitration system? If not, my apologies, but that's how it looks to me.
So, please try harder to be nice! :-) ----
Given the timing of his appearance, and the issues he focuses on, I think it's more likely he's a sock puppet than a newbie.
Advice?

Jack is probably not a newbie, but a sockpuppet Jack is there to test our new processes. For this, he is using trolling tactics, yes.
Question : do we let him help to test the system, or do we deny him that right ?

Wikipedia is not about "rights". Wikipedia is about creating an encyclopedia. All this trolling distracts from that goal. Trolls should be banned quickly and painlessly as soon as an opportunity presents itself to get rid of them.

If only we could get rid of all the permanent and distracting bickering as well !

The problem I have with that is that it's very unclear what a "troll" is. Any number of Wikipedians have been accused of being "trolls" at one point or another. Some cases are very clear-cut, but the majority aren't, and in many cases, "troll" becomes simply shorthand for "person I disagree with".

The term "troll" comes from the verb "to troll" as in "The fishermen trolled for cod." Someone who trolls in a newsgroup or a forum is attempting to get another person to bite an obviously incindinary comment.
The fact that we have a number of individuals on Wikipedia who enjoy pushing the envelope -- for the only apparent reason that they are looking for attention -- has made me suspicious that they might be trolls. But according to Usenet wisdom, the best thing to do with trolls is to simply ignore the baited hook they've put out.
Works for me. I'd rather worry about other things.

I'm aware of that; what I was saying is that it's often unclear who is trolling and who legitimately holds incendiary opinions. On particularly controversial issues (Israel/Palestine, the Polish/German naming, etc.), people often call their opponents "trolls" when it's usually not justified.
