That sounds pretty cabal-like to me. I understand the need for privacy in certain situations, but if ArbCom are going to make decisions in secret they at least need to publish those decisions (but not the reasons for them, if absolutely necessary). There is a space on WP:RFAr for motions not part of a current case - that's where this decision should have been made, even if the discussion about it was private. That way we know what the decision is and who made it, even if we don't know the reasons.
