I believe there is precedent for un-blocking someone for the duration of an arbitration case so long as they undertook to not edit outside of their arbitration case and their user space, and in general to behave. I would certainly support that in many cases. He

Anybody, blocked or not, may request arbitration by mailing the request to any Arbitrator. I would think that mailing it to a clerk would also work, and as a former Arbitrator I would likely forward any reasonable request for arbitration I might receive to the Committee, either publicly or privately.
