For one thing, the download site is for all Wikimedia projects, not just Wikipedia, and for another, Wiki[p|m]edia is a noncommercial project and long ago switched to .org domains instead of .com.
(The Wikipedia Weekly podcast illogically uses a .com domain for its site, but it's not an official Wikimedia project.)
