Point out the original source of the uncropped image. It's trivial to determine that cropped X is a derivative of uncropped Y, and thus we can treat Y as the source of X.

Cool, thanks. I would have hate to have seen Wikipedia's copyright policy require the replacement of a free image with a non-free one!

The only need for the "source" in this case is to verify that it was a US Gov image (it was not obvious from the photo itself). That is, it is required here just to guarantee that it is a free image.

The path of least resistance would be to upload the original image, tag it PD-USGov, and then someone can (I volunteer to) crop that original image the same way.
