I'm finally figuring out how to use IRC. Signed up with a new IRC name and password, have a cloak, and put in a request on for access to the admin IRC channel. Not sure how often I'll be on, but think it might be useful. Or, at least I'm curious what goes on there. http://en.wikipedia.org/wiki/Wikipedia:IRC_channels/wikipedia-en-admins
I put my request in on Friday, and noticed [[User:Majorly]] normally handles them within a day. I looked and my request is still not processed, and wondered why. Then noticed Majorly has "retired". Losing him is a big disappointment! I don't know the circumstances, but it's unfortunate.
Now, don't know who to contact about IRC access requests.

Sean Whitton and Mark Ryan (users Sean Whitton and Ultrablue respectively) are Wikimedia's IRC Group Contacts - perhaps they aren't the right people to give you access but they would probably know who that person is?

Actually... the contacts are "James Forester" and "Sean Whitton" is his deputy. ;-) Mark_Ryan is just the contact of the #Wikipedia channel.

As a follow-up to that, I expect that PM'ing an op (such as Mark Ryan) or requesting on their talk page would do the trick or I suppose someone would notice the request on the page after some time.

Yes, they are all listed on the bottom of the page.

It looks like this particular request is resolved, but just for general reference, this sort of question can frequently be answered in #wikimedia-ops (the regulars in there can't fix every problem, necessarily, but usually somebody will have some idea of where you might need to go, at least).
But mailing lists are good, too. -Luna
