There is nothing dishonorable in the Committee admitting that they're
stuck, and remanding the situation for further discussion. Since the
case ended up focusing on policy rather than individual behavior (i.e.
edit warring citing various policies), there is probably no other
solution that doesn't actually attempt to make policy.
