Well, we could have a Special:Emailadmin function that randomly picks a couple of hundred admins to e-mail, in the hope one is online and capable of dealing with an OTRS issue.

Or we could run our own Jabber server and have some mechanism by which users can page active admins -- those not away or idle.

You can do better than random - pick the 10 admins that have most recently edited (or any other action). IRC is probably much more reliable, though. Seems to have been extreme bad luck that no-one was around at the time.

That's a good idea. But IRC is much more reliable.
