Not being a lawyer I can't give you that legal opinion, but I'm almost
certain that the page history counts as publishing, since it's something
we're making available online to the general public; all they need to do
is click on the link. And I'm pretty sure we can't post copyrighted
material we don't have the rights to *anywhere* on the
wikipedia.org
server that's available from the web.
