Whether you like it or not (and I don't like it, either, so I do
have a certain amount of sympathy for your position), WIKIMEDIA
HAS DECIDED THAT IT DOESN'T WANT *ANY* NONFREE IMAGES.
I estimate we have 200K non free images.
There may
be a few exceptions, but they're not worth it to me to remember.
So if an author wants to give Wikipedia permission to use his
non-free image, he can't, not because the permission isn't his to
grant, but as David explained, because Wikipedia doesn't want the
image no matter who grants permission.
The author is free to release the image under a free license should
they wish to do so.
