Whether you like it or not (and I don't like it, either, so I do have a certain amount of sympathy for your position), WIKIMEDIA HAS DECIDED THAT IT DOESN'T WANT *ANY* NONFREE IMAGES. There may be a few exceptions, but they're not worth it to me to remember. So if an author wants to give Wikipedia permission to use his non-free image, he can't, not because the permission isn't his to grant, but as David explained, because Wikipedia doesn't want the image no matter who grants permission.

I estimate we have 200K non free images.

The author is free to release the image under a free license should they wish to do so.
