I can't remember how frequent it is, but surely that doesn't matter: just have the 61st sub-template transclude everything. In my opinion this whole idea is fairly rediculous anyway, though.

The 61st should just be a redirect to the 60th (or 60th to the 59th - does it go 0-59 or 1-60?). It does seem rather overly complicated. How would people know which template to add their AfD nom to?

I just fixed "rediculed" in [[Canberra Centre]], [[Jonathan Moyo]], [[Beer pong variations]], and [[Thaksin Get Out]]. Maybe it's because I'm a pretty good speller or something, but "rediculous" just /looks/ awkward.

You do not RC.
Leap seconds are inserted when required, and since the earth's rotation time changes irregularly, they can't be predicted much in advance.
So there could be one year or ten between insertions, for example.
