has been creating dozens of subpages to his user page, filled with google links and stuf. Not all are in English:
http://www.wikipedia.org/wiki/User:Wanli2/Uzbek http://www.wikipedia.org/wiki/User:Wanli2/Seven etc
I asked him/her what they were for, and got this reply:
They are quotes drawn from some articles. make the most of them. Wanli2 http://www.wikipedia.org/wiki/User:Wanli2 08:21 Mar 31, 2003 (UTC)
I'm baffled.
I banned Wanli some time ago because he created several articles only containing "google keywords government canada" (and something else I don't remember; they were the same on all pages), and recreated them as fast as I could delete them. I asked him to stop, and he asked me to "stop deleting valuable content". That's when I banned him, bu re quickly created "Wanli2", but stopped the weird-trip.
As long as he's just dumping stuff on his user pages, it doesn't seem to be a problem, unless it is copyrighted material, of course, which "quotes drawn from articles" might imply.
