That's actually a good approach, and can be simplified even further as "Ruritanian federal election" would be an obvious and non-confusing redirect to "Federal elections in Ruritania". Not all cases are this simple though.
How would you handle something like:
The '''September 11, 2001 attacks''' were a series of coordinated.... attacks.... upon the [[United States]] on [[September 11]], [[2001]].
