They're not stored directly in the database, they're stored in the source code for the articles just like links within one wiki. The only way one wiki code detect the links to their article on other languages articles would be to read every single article on that wiki. Not practical.
Actually, we *do* track interlanguage link relationships in the database, as we do for page links, image links, external links, category links, etc.
Therefore, it's entirely possible that someone could whip up a toolserver-based request mechanism to allow them to find out who's linking to them.

The CheckUsage tool manages it... actually, that would probably be a good starting point.
