I'd call it simple vandalism really. It's not really intended to be "offensive" in the way that say "You are stupid, ugly, fat, lazy and worthless" would be, and maybe "I have proof that you have three abortions last year." or whatever.

It's like "you're a fag". It's so funny or meaningless, that it's not offensive enough to be really "incivil". More the actions of a juvenile tagger. So it should be treated as vandalism.
