The 'must' was italicised. Notices on VfD and on the policy page that it is in fact optional were only added after people took issue with mav's statement.

Well, I think he shouldn't have said it like that. The original statement just said to 'please' do it, which is a far cry from 'must'.
If we were going to make it a 'must', then it would have to be a formal policy, which it isn't.
