Go with the first notability criterion. Just because Blogger or Keenspace
are hosting something doesn't make it notable. Their job is to host these
things and them publishing them has no bearing on their quality or
reliability. That criterion clearly needs to be reworded.

Completely agree. A comic is not instantly notable because it was
published on Keenspace (note Keenspace is not Keenspot).
