Yep - she's marking EVERYTHING as a "minor change" again. The edit war lunacies can't be far away. Please, can't anyone DO SOMETHING?
She is supposed to be banned. Twice over. Is "banning" just a word that means "go away for a few days"?

Who let him back, and why? I understand that banned persons have the opportunity to redeem themselves, and I am all for that. But I would appreciate it when a banned person is allowed back, if that would be announced publicly so that there is none of this confusion of "should so and so be back, or are they trying to get around the rules again?" Not being certain that a person has legitimately returned can negatively affect the persons ability to try and get off to a fresh start.
