I think that when it comes to deciding which names are controversial and should be immediately deleted and which ones are ok, there is a long way left before consensus :-)

Completely agreed. Also, please note that "banning" internationally known names doesn't mean these things won't happen: imagine a [[User:IonAntonescu]] -- I don't think that would sound in any way specific to most of you until someone would decide to check http://www.wikipedia.org/wiki/Ion_Antonescu for instance. Incidentally, Antonescu is a controversial historical figure in Romania, he's not unanimously accepted as a negative figure by all Romanians (long story, check the article for hints), so it wouldn't be surprising for someone to impersonate him for one porpose or another.
