If you are an admin on ENWP and are interested in copyright and permissions issues, I would like to encourage you to become involved in the permissions OTRS team. For an idea of what's involved, take a look at http://meta.wikimedia.org/wiki/OTRS/permissions-en-guide.
Participants must understand copyright issues as they affect Wikipedia, understand and support the project's position on copyright and fair use, and have a history of keeping their cool.
If interested, email me off-list.

Seriously, we need more people for this. Anything not processed within a few days just gets difficult, because the procedure for dealing with copyvios tends to be "nuke it after 5/7 days". I'm finding tickets that are almost 2 months old and the article/image has been deleted already.

As a short-term partial fix for this, I just added a line to Template:Nothanks-web asking people to note on the article's talk page if they send an email to OTRS. If they do that, we'll shuffle the article over into the "poster claims permission" pile, which buys it another few weeks of existence.
Why not undelete it?
