62.254.32.19 = belf-cache-3.server.ntli.net - an NTL proxy server, used by tens of thousands if not hundreds of thousands of people. (NTL is a huge cable provider in the UK.) It's currently unblocked.
The netblock is 62.254.32.0-62.254.63.255. It is currently listed on the Special:Blockip page as NTL range, block only for shortest time required.
