Well, there are always VPNs and free & publicly available web proxies. Oops, I thought otherwise. ;-)
Fair enough, but the proxy knows where you came from. Even anon.penet.fi got raided by the police.
Some hackers know how to put up enough barriers and misdirection that their identities can be safely hidden on the Net. Ordinary users don't and are not anonymous, even though it normally appears so. The hackers that truly are anonymous will still be anonymous even if the IP addresses that came to Wikipedia are displayed.
There is another possibility, which you've mentioned in another post, and I will respond to it there.
