The "free content" thing is a foundation policy, which you obviously know. Don't you think that this is a violation thereof? ( http://wikimediafoundation.org/wiki/Resolution:Licensing_policy )

I see nothing wrong with the policy on fr:wp. One should not assume that other projects will interpret things in the same way as on your home project.

Odd, the image has two contradictory license tags, and so does the source. http://fr.wikipedia.org/wiki/Image:Norbert3.jpg
But neither of the tags indicates a free license.
Apparently the French Wikipedia allows non-free personal images to be used in one's own user space?
Does the Foundation really permit individual sites to make unusual policies like that? Weird.
