Oh, certainly. When the incident in question turned hot (he'd just started a mass removal of content from hundreds of articles in the midst of debate over whether it was warranted) I went to AN/I to request an outside admin come and look at things. Didn't even explicitly request that he block him, though I couldn't see any other option myself. He was blocked for an hour and hasn't resumed the removals since, so there's at least that.
I guess I'll just start collecting diffs and considering what to say in an RfC while hoping that once the debate on the guideline page finally winds down it'll all just blow over instead.
