I know that if you try and edit while there's a "can't edit pages" block, you get a block message telling you to email the "unblock-en-l" list.
I don't know what happens if you're IP blocked from setting up accounts, and try to set up an account. I will test that and get back to everyone.
Apparently I misunderstood the IP block options, I can't do that selectively after all.
