Ok, then let me reformulate my question: if we introduce a category based optional filtering in Wikipedia, will that in any way affect the likelihood that some or all pages of Wikipedia will eventually be hard blocked by schools? ("hard block" means: using some technology different from Wikipedia's optional filtering.)
