Blocks do not apply to user talk pages. So, suppose the Tor person gets an account somehow - either Tor nodes allowing exiting to Wikipaedia are hardblocked with account created enabled, or he emails the unblock mailing list and asks someone to create an account for him. After that, it's just like {{2ndchance}} - the Tor person can copy some neglected article to his or her talk page, improve it, and use {{helpme}}, until some sufficient level of trust is attained.
That involves a lot of work for other Wikipedians, and isn't really going to build trust. The reach a significant level of trust you need to do more than just make good mainspace edits.
Another thought might be to let people who have contributed to other open source projects, like Tor, count those contributions elsewhere towards their level of trustworthiness on Wikipaedia, but note that the standards on other projects are different.
Most Wikipedians do not know much about contributions to other projects, so they can't trust a contributor based on such contributions. One or two liaisons between projects wouldn't be enough to built sufficient trust.
