I don't think that inactivity and cowardness should be encouraged among the admin population.
But, again, the suggestion isn't bad. Admins who create problems must be punished. It just needs to be discussed how the system can encourage admins to use their powers for the common good.
Perhaps negative points could be applied to admins who don't help with administrivia and those who use their power in an evil or stupid manner. Positive points should be given to those who provide exceptional service to the community.
