That's a feature, not a bug. Tor is a volunteer network, with a goal of better privacy for anyone who wants it.
If Wikipaedia does not accurately block Tor, well, that's Wikipaedia's insecurity. The Tor people have offered help with regards to this, but it hasn't been used.
We don't like those because lots of people end up editing with the same IP showing up. Tor has the same characteristics, and is thus susceptible to the same kinds of abuse.
