Don't forget the third option (and the most compelling one, for me): we had complaints of trolls subscribing, and sending some rather questionable replies to people in need of assistance, both on- and off-list.. Given that people contacting unblock-en-l are frequently new, confused, and upset, we need to avoid that sort of thing.
My personal opinion is that I'd like to have the criteria for joining the list rather low-ish. As we've discovered in this little housecleaning effort, however, there are more trolls on the list than we'd previously realized.
