As I read the proposal, this is not a relaxation of current policies, but an increase in the security. Presently, new user must wait 4 days after registering to edit semi-protected pages. This proposal would require 4 days plus 50 (or 20) edits. The most cogent objection, in my opinion, is that it would discourage new users. (There are other objections that it would not go far enough to be effective--this may be true, but personally I think that at least it's a start, and worth trying).
