I'm assuming I should have used "One can use an IP proxy" then? Or did I dream the several occasions we've had problems with anonymous proxies being used to vandalize Wikipedia?

Not really. You can spoof an IP address in an IP packet, but since you won't receive the reply, you can't establish a TCP connection with a spoofed IP address, and therefore you cannot edit Wikipedia with a spoofed IP address.
