yes, all Wikipedias are international.
English Wikipedia is intented for all people who can read English.
Greek Wikipedia is intented for all people who can read Greek.
There is no discrimination between Native and Non-Native speakers. Let's get rid of discriminations.

I agree with Anthere. In terms of material and content, we should consider the audience of all wikipedia languages to be international. (Naturally, in terms of the vocabulary and grammar, we write for competent speakers of the language.)
