"Behavioural" policies apply to all behaviour, obviously. "Content and style" policies apply to content, so everything in the main namespace, and any content in the portal namespace, etc. Basically, if it's content that we're presenting as part of the encyclopaedia, the content policies apply to it.
The other categories are similarly self-explanatory.
